We have been watching the Chelsea Flower Show on Brit Box. One of the things I thoroughly enjoyed was a vendor from Denmark with his willow you can visit the site here.
Imagine my surprise while at Home Depot, there were some similar ones. I had to pick one up.

I would definitely think that willow would survive in your area. I love how it has been braided.
Across the street there are two weeping willows, which according to all written pages are not supposed to survive in our Zone 3, but have been doing wonderfully for many years.
